In 2018, the Nova Scotia Commission on Inclusive Education released its final report, called “Students First.” The report articulates a comprehensive strategy for ensuring all students have access to the education system. To ensure students are successfully included in the public system, the Commission recommended significant funding shifts that are required to ensure full support for students with disabilities. 

Specifically, the Commission recommended additional core funding for new teaching positions in behaviour support, autism and other specialities and more funding to hire specialists and paraprofessionals such as guidance counsellors, school psychologists, speech language pathologists and educational assistants.
